What is the Portugal Startup Visa?

The Startup Visa is Portugal's residence route for founders building an innovative, scalable, technology or knowledge based business. It is run by IAPMEI in partnership with certified business incubators, and requires you to be accepted by a certified incubator and approved by IAPMEI before you apply for the visa itself.

What is the difference between the Startup Visa and the D2?

The D2 covers any viable freelance work or business, judged on a business plan you submit at the consulate. The Startup Visa is narrower and requires your project to pass IAPMEI's innovation and scalability test, and to be accepted by a certified incubator, before you can apply. A straightforward consultancy or lifestyle business is usually a better fit for the D2.

How do I get accepted by a certified incubator?

You register your project on IAPMEI's platform, then approach one or more certified incubators with a declaration of interest, often alongside a pitch or short video. Incubators assess your idea much like any startup pitch, looking at the problem, the product, the market, and the team. This stage is competitive and often takes a few months.

Can I apply with co-founders?

Yes. Up to five co-founders can apply together on one project. Each founder must individually meet the eligibility criteria, including the funds requirement, and each is assessed as making an essential contribution to the project.

Do I need to physically be at the incubator?

Yes. The programme requires physical incubation at the incubator's premises. It is not a virtual or remote programme, which is worth planning for if you expected to run everything online.

How much money do I need to show?

Each founder needs to individually show a set amount in a bank account, based on a multiple of Portugal's social support index, which updates each year. Confirm the current figure directly with IAPMEI before you plan, since different sources can quote different years' numbers.

How long does the whole process take?

It runs in two stages. Winning a certified incubator is not officially timed and commonly takes a few months. Once an incubator accepts you, IAPMEI has thirty working days to decide, then you and the incubator have forty working days to finalise the incubation contract. The visa decision itself has a published window of up to sixty days.

How much does the Startup Visa cost?

Budget for two kinds of cost: government fees, similar in scale to Portugal's other national visas, and a separate incubator programme fee that each incubator sets itself and is not published by IAPMEI. Get a direct quote from any incubator you are considering.

Can I bring my family?

Yes, following Portugal's general family reunification rules. This is a separate step that generally follows after your own residence permit is approved, rather than something bundled automatically into your Startup Visa application.

What if my idea is not innovative enough for the Startup Visa?

That is common, and it is not a dead end. The standard D2 entrepreneur visa covers any viable business or freelance activity without an incubator or innovation test, so many founders who do not fit the Startup Visa's bar apply for the D2 instead.
