Portugal Startup Visa
The Startup Visa is Portugal's route for non-EU founders building an innovative, technology or knowledge based business with real growth potential. It requires acceptance by an IAPMEI-certified business incubator and IAPMEI's approval before you apply for the visa itself.
Who it is for
Founders, including teams of up to five co-founders, building a genuinely innovative, scalable business, as opposed to a lifestyle or purely local business, which is better suited to the standard D2 visa.
Costs and settlement
Budget for government visa and residence fees plus a separate incubator programme fee set by each incubator. Permanent residency is available after five years. Citizenship now generally requires ten years for most nationalities, or seven years for EU and Portuguese speaking country nationals, under a law that took effect in May 2026.
